Fuuko wants to keep it secretive though. That way when there's suddenly a big festival lots of people will be really surprised! [...] Plus when Fuuko mentions the starfish festival, some people just give Fuuko weird looks. [Why on earth would they do that?] Finding help for this sort of thing is difficult.

But if you keep it too much of a surprise, stuff could already be going on. Like what if there's a draft, or something? Nobody wants to have a festival while their friends are off fighting somewhere.

[There is but one solution here.] Fuuko will have to claim a date in future as the Starfish Festival day! Nothing else can happen on that day. At all! Is this a good plan?!

You wouldn't Sheena-san as you clearly understand what appeal the starfish hold. [Or at least that's what Fuuko thinks anyway.] Well... Maybe a surprise festival isn't a good idea. Parties maybe, but not entire festivals! Fuuko wouldn't want the Starfish Festival to be on the same day as another festival! [Like a dango festival. But who has a festival for the dangos? That's just silly.]
